With reference to my letter of yesterday I am directed by the Secretary of State for Foreign Affairs to transmit to you, to be laid before the Secretary of State for the Colonies, the accompanying copy of despatch, with enclosures, from His Majesty's Consul General at Canton stating that the Commissioner of Customs refrains from withdrawing the prohibition against the export of cattle from Kuangsi pending instructions from the Inspector General in Peking.
